Cell phones and the FCC -- 3G 4G What is legal in the US?

Didn't find any posts on this subject using the search so;

On another forum the use of cell phones in the air came up again. It seems that 47 CFR 22.925 still prevents the use of cell phones in aircraft. BUT, it also appears that it only applies to 800 MHZ band phones?

What I'd like is for someone that REALLY knows to answer some basic question for the rest of us aviators that are ignorant of the workings of the FCC and the various cell phone systems.

Are 1900 MHZ (or other non 800 MHZ) legal for use in the air in the US?

Are there cell phones that use only 1900 MHZ, or that can have the 800 MHZ portion turned off to be legal?

Are 3G and 4G systems all non 800 MHZ?

Could a 1900 MHZ only repeater be used with a dual band 2G phone to make it legal to use in the air?

How do Ipads and other tablets with internet connections fit into the FCC rules for aircraft?
