All moving HS or conventional HS

This might've been discussed before; but can't found the thread(s). Anyone has experience with an all moving HS? The conventional HS change the amount of down lift by changing the camber where as the all moving HS does so by change its AoA. As the pitch of the aircraft starts to change, so is the AoA of HS causing a reduction in the effect of the HS. This is easier to analysis with just the change of AoA of the all moving HS; but not so easy with a conventional HS. It looks like most planes have conventional HS, is there a reason for that?
