Why are floatplanes set so high above the floats?

It has always seemed to me that floats are higher than needed, with the possible forward flip from being so high. I am thinking of emergency landings on dry dirt. It seems that a lower airplane would be best in this case.

Is it for prop clearance from the water? How much is needed?
Or is it for tail clearance? I see in this photo, the tail is pushing the aft floats into the water for an extreme takeoff angle to get on step. Maybe that is why the airplane is high above the floats.

Thinking about building a one seat floatplane.
