Is the neutral point always aft of the quarter-chord point of the wing? I understand the neutral point to be the CG location where no tail force is required to remain in level flight. Is this correct? If so, does that mean the attached diagrams are correct?

Assumptions:
1) Conventional configuration (not a canard, Flying Flea, etc.) in unaccelerated flight.
2) The airfoil has a nose-down pitching moment about c/4 for the given angle of attack in the diagrams.
