Question about Air Intake Designs and Turbocharging

Okay....as most of you know, anything firewall forward tends to be a big mysterious gray area for me so far as the system details go so the following question is going to probably sound a bit ridiculous to the engine gurus.

I have been reading a little about engine cooling and also came across some stuff about induction system designs in homebuilts. Not surprisingly, most of it didn't involve turbocharging so I am curious as to how much of it actually carries over. There was a lot of talk of improved horsepower by proper design of the air filtration and air flow. Does this crossover to an engine with a turbocharger? As I understand it, the turbocharger is limited to a certain output pressure so setting up the induction to ram more air through would have little to no effect. Right?

Like I said....probably a ridiculously basic question but it's something that I'd like to learn more about.
