Does anyone know if this aircraft ever reached fruition, and what then lead to its demise as a veritable waterborne aircraft configuration?

Could this arrangement (lifting fus+ flexwing appendages) be improved, in hindsight?
I love the idea of integrating a folding flexwing with a lifting fusalage, that uses 3 axis control, but does this concept really work out in actuality?
