Aero Racing League - A new path for aviation

My school has a competition for students to write a one page business plan. I chose to do one idea I had been kicking around; an open racing league, where anyone can enter with any aircraft, meant to help solve many of the problems that GA faces today.

Here is the plan, I'd be interested to see what you folks thought of it, and if anyone might be interested in pursuing it with me. It's not something I would want to do alone. While the contest hasn't started yet, it's always nice to get feedback from knowledgeable folks.
