Sleeved tube stronger that single tube of same wall thickness ??

Hi, given the same outside diameter.

Is two aluminum 1.5mm wall tubes sleeved into each other stronger in all respects than one 3mm wall tube.
I understand the benefit of not have crack propagation from one tube to the other in the sleeved version but is it actually stronger overall.
