Has the FAA clarified just what is meant by "fuel" in 103.1 (c) (2)? If so have they stated an official conversion factor from normal liquid fuel to kWh?

I'm seriously considering the hybrid route and suspect that to be perfectly legal I'll have to limit the fuel tank to less than 5 gal to compensate for the energy in the batteries at the start of the flight. Would be nice to know by just how much.
