Formulae for calculating tail size?

Hi,
I've looked through all my books (not that I have a big library...) searching for the formulae to calculate the size of the h-stab such that I will be able to flare in the landing configuration with CG at its aft-most position - but can't find anything.

Any ideas? This looks like another tough nut - what with ground effect, moment arms, airfoil selection etc etc.
