"A" wings

I bought a SII project that has "A" wings that I am going to do the modifications. A previous owner covered the rivets on the inboard skins with some type of filler. It is wide and deep. MEK, laquer thinner and Aircraft finish remover from the autoparts store has no impact on it. Any ideas, or do I become the sanding man?
 
Yep, I think the best option is to start grinding & sanding the filler.
