Vertical location of Tail ; downwash ; wing stall wake...confused

Hi, is there an easy way of calculating location of tail to avoid wing stall wake+downwash?
All i have is this empiric calc using Wing incidence ; Wing stall angle and Tail arm.
It gives me a number from Wing AC but i'm not sure...
Any help will be appreciated.
