I read somewhere that above 8,000 feet there is usually not much turbulence. Although, as a passenger of an airliner, I've noticed that turbulence is unpredictable or unexpected at even high altitudes.

Is having a 75% cruise speed significantly above the VNO (max structural cruising speed) dangerous.
