I'd bet that the cut down rivet sets (snaps) mentioned above seem to work better because of reduced mass. Less energy is required to get the set moving, so more goes into the rivet. I suspect that if the pressure was dialed up a bit on a stock set, you'd get the same results, but the gun would seem a little harder to control. I see the same phenomenon when going from a short (2-3") set to a long (6-8") set. It takes quite a bit more air pressure to set the same size rivet using the longer set.
