Kits without Legal Documents

Hi members,
For those of you who are familiar with legal documentation of a kit plan, I have a question. I found a dragonfly kit advertised on Craigslist, kit included finished fiber-glassed wings and fuselage. the fuselage has some control steel cable run into it. the plane is not registered, does not have a N number according to the seller. He bought it from another guy who did not provide a bill of sale. Current seller is telling me that no bill of sale is needed from previous owner since the plane is not registered yet. He would consider the check, I use to pay him with, as a bill of sale. I can put a bill of sale together and have him signed it off. Does that make it legal. Is there any requirement to buy a 30% finished kit and complete it my self other than putting 51% time in finishing the project.
