How much do you need to change a plan until you can call it your own new design?

Say you like most of the wing of one design, but don't like the fuselage, and you change the fuselage to one of your own, and modify the wing a bit to get the design you want, by say increasing the size flight controls. At what point can you call this new model your own? Do you owe any rights to the original designer?
