Flap rule of thumb?

Is there any "rule of thumb" that how much different types of flap add Cl? I have been told that in action there is no flap than can add more than 2.5 Cl max. I have been reading anyhow even 3.3 numbers.

When you calculate Zenith CH 701 claimed stall, you got total Cl max 3.7 with all those slots and flaps. Here one dude measure 2 different plane and find out that plane generate 2.2 Cl max in a real life.

I am confused! What i can believe?
