Could a Private pilot (single engine land) operate an amphibian on wheels only without a seaplane rating? And carry passengers on wheels only?
And then after building time on wheels, he then may decide to build solo time on the water. Would an endorsement of some kind be required for solo water operation? I can't find anything in the FAR's about required endorsements for solo flights by Private Pilots, only Student Pilots.
