2180 VW carb question

I bought an old aircraft and pulled the engine from it. I believe it was an 1800cc before I upgraded it to a 2180cc engine. Aircraft has a 2.47:1 redrive swinging an 8 foot propellor with 60 inches of pitch. The old carburetor is a Zenith 14992B from Great Plains Aircraft. Engine runs great at start but will not get over 2700 RPMS. Looking for 3600RPM. Culver props thinks it might be too much pitch and is willing to assist with acquiring a different propeller if necessary. But they want me to verify it’s not a carburetor issue first.
Question is, is the Zenith 14992B carburetor capable of running a 2180 engine.
I can’t find any info on the CFM capability of that carburetor.
