Hello,

I'm considering to do some experimenting on a kite/balloon with a windmill attached to it, to generate some energy.

I know how to do that and don't need advice on that. (For more info, see: High altitude wind power - Wikipedia, the free encyclopedia)

I would like to ask you if you have some pointers to countries that have easy regulations that allow to do this, because in the US and Europe, you are only allowed to fly your kite to an altitude of 100-150 meters, while I may want to fly up to 5000 meters, for a month or longer.

If you can name a country that you think might be quite easy, or if you know of an institution or person that knows something about this, please give it here, and I can do the rest of the research myself.

I don't care where it is: Asia, Africa, the Americas, Oceania, Europe, the Middle East, international waters...

Please help, because now I'm stumbling in the dark ...
