Equal Fuel Flow from Wing tanks

I have a fuel tank in each wing (high wing) connected directly to a header tank with seperate inlets and no valve. The outlet of the header is connected to an electric fuel pump. In parrallel with the elect. pump is a fuel line to the engine driven (pulse) pump. One tank always drains first when flying. The tanks do not equalize with the plane parked. Tanks are well vented thru the caps. The engine is a Rotax 503 and the fuel lines are 1/4 in. ID. Are my lines too small to allow air to vent upwards? or? Any help will be appreciated.
