I'm thinking that it would be possible if you do the build yourself (or don't take into account the labour costs).
Something like a hang-glider seems the simplest but sourcing an engine will go over budget.

This isn't for a real world build, it was just something that was discussed today and I want to get opinions from people who have more expertise than myself if something like this is technically feasible.
