Hope this is not a dumb question but hear goes.

The Ultralight planes I looked at are spec'd with a 170 lb pilot for a specific cruse and stall speed and a specific hp. Would a lighter pilot increase the cruse speed and lower the stall speed with the recommended engine? And if so would a smaller hp engine fix this problem?
