Can flaps, hinged as on a small Cessna, flutter?
How much free play before it's a worry?
Or is that a silly concern?
Any tolerances posted anywhere for radial play (slop) between torque tube end and flap bracket fitting?

Here's a multi-year discussion on the 120/140 association about the condition, flutter not mentioned.
