    Yes, but anything that doesn't follow the RS-232 format is a misuse of the term. Since he measured 9.5v it is highly likely it is an actual RS-232 port, and many of them use an "abbreviated" interface with a DB-9 connector instead of the full-blown DB-25. And many things use 3.5 volt logic now.
