I don't know if this is a Regional Thing, but the San Francisco FSDO will NOT approve a Phase 1 testing area with a Class B, C, OR (and this is what I didn't know) D airspace at the center. So no towered airports as your home base for your testing. I'm not sure how long this has been policy, as there are ton of Experimentals at KCCR, KLVK for instance and have been for years, and I know they did not all get trucked to C83 or the Nut Tree for their first flights....
