I have had this idea for a long duration, low thrust and pressure rocket motor: 2 minutes of 100lbs thrust with a 120lb motor. Once the fuel is burnt up the rocket casing doesn't weigh much and perhaps the case could be reused. This is sometimes done with model planes but I think they are usually launched straight up. I think Germany used something similar in WWII. I have considered this idea for model RC planes with a hand launched start (with eye protection) but have never attempted it.
