I have some 2024-T3 0.063 sheet with a PVC (I think?) coating that is almost impossible to remove. I've tried MEK, acetone, heat and scraping with a wooden tongue depressor sharpened like a chisel.

The coating is not the blue type seen on Van's kits. It is white, with the adhesive side black. Looks like the example in the photo below.

Any suggestions from you metal builders?
