This was written as part of a contract grant by David Munro at MIT. He currently works at Lawrence LIvermore but when I contacted their reference librarian to see if they had the paper or could forward my email to him they said they could not. This is not on the NTRS site and MIT does not have it. My fantasy is that someone here actually knows Munro and can get me a copy.
