I've looked at many pictures, but I don't think I saw any parachutes on any. I don't know where one could come out of without getting tangled up, nor do I trust myself to pack one right.
Still, they don't penalize you for the weight of a parachute. However, you do need a bigger engine to power the plane that will lift one, and they do penalize you for the weight of the engine.
If you build a really good ultralight, do you need a parachute? And if you get in a really bad spin at 2000 feet, would a parachute save you? I think it might if it was attached to your back and you could jump out without getting chopped by the propeller.
