I have struggled with this in the past, and am now again facing the same problem, but now it isn't a problem.
I have got by with a Bosch barrel handled jig saw, sheet laying on 3/4 ash clamped in a vise. A lot of work.
Now I use a Makita cold cut blade in my table saw. I shoot the blade with a photo tachometer. No greater than 4500 rpm.
I built a sled for my table saw. I screw the 4130 sheet to the sled. You are then able to cut the part in most instances down to a burr bit
I hope this helps. The blade does not heat the steel, hence the cold cut
