C85 Stroker still 85hp?

Having a problem in my Level 1 Autistic(Asperger's Syndrome) brain. Many C85 engines have been converted to a 200 cu.in. displacement by STC. This is roughly a 7% increase in size with a full point more compression yet are still only 85hp at the same RPM. How is this possible?
