If you were to make a craft that requires no cruising, only climbing to, say, FL200(edit), dropping a load (another craft), and then descending, what features would you expect it to have?

Assume no need to hurry, no obstacles, no serious runway limitations - the goal is to repeatedly gain altitude with a load without breaking the bank.

What features would you expect to have? Canards? Ducted fan? What airfoil would you go for? Large and slow or small and fast?
