It seems to prevent ultralight entry without a radio, since it requires initial arrival on the main runway. At least that was the intent of the Notam as explained to me last year. The effect was only about four ultralights flew in, from what I could see as a volunteer all three days at the ultralight runway.
I suspect the same this year.

The Notam is vague.
I would be interested in comment. Which runway is used for ultralight initial arrival?
