what limits max rpm

on a corvair what set the max rpm? so that on throttle quadrant there is a full throttle setting. is it a throttle stop set on the carb or throttle body that only allows that setting of throttle to give max rpm's. OR is it throttle body or carb sizing that gives the max rpm.
does full throttle on the throttle quadrant mean fully open butterfly on the carb or throttle body.

just one of the things im confused on. Also when making a throttle system is it a push pull cable or is a pull only type cable acceptable? with a throttle return spring. I would asume for safety reasons a push pull cable would be better.
