Two engines close to each other = still possible as "single engine" regulation?

Been tinkering on a idea. Was starting to think about something similar to the Cri-Cri engine layout. Two tiny engines very close to each other. My idea might even be closer to each other than Cri-Cri. Left and right of vertical fin.
My question: you need twin-engine license to proof that you are capable to fly if one engine quits. But ... is it possible to just use a normal license if the engines are very closer to each other so the problem of single engine steering is less a problem?
What if i would place the engines in line?
