question about getting my plane inspected and licensed

i recently got this scamp biplane from a friend of a friend who told me that when i get done with building it that i would get an faa guy to come and inspect it and my pictures and documentation on my build.but today i am hearing contrary info that the faa does not have enough man power and that i may not be able to get it licensed because it is not a popular kit plane like a rv-6 can some one out there shed a little light on my dilemma ? the plane is an aeroworks scamp biplane with one major change i am going to be using a suzuki G10 1.0l motor with an airtrikes AT-160 psru gearbox kit. i just tried to upload a picture but got an error message that my file is too large ?
