Can anyone explain the purpose of the l/e notch on the HS of the Storch please?

I'm guessing it has to do with generating a vortex over the outboard section of the control surface at high alpha. But generally you would think that the underside would be more in need of flow-attachment assistance, rather than the upper surface.

It almost appears that they found they had too much aerodynamic counterbalance on the control surface and reduced the area at the leading edge thereby creating the notch, but I'd hesitate to think it was a result of anything quite so crass as that.

Anyone?
