From Raymer's Simplified Aircraft Design for homebuilders. The equation is on page 12,:

W/hp = 276(200)-.65 = 8.8

Ok, so the 200 is V, V being max speed in kts. I dont understand what to do with the -.65 though. How do you take it to the -.65th power?! If I'm even understanding that correctly. Thanks!
