O-200 Question

I overhauled an O-200 for my Cassutt and followed a recommendation made by this website: Harry Fenton on Continental Engines wherein he states, "Remove the cam gear and any parts associated with the vacuum pump drive. The vac pump gear acts like a big fan and will blow all of the oil of the engine at high rpm"

Now mounted the IA was curious why hand propping didn't seem to be delivering oil to the cylinders and asked around. One shop stated that the gear needs to be replaced with a cover over the end of the cam to assure proper oil delivery. Looking at the gear that was removed there is a hole in the center but nothing that looks like an oil passage let alone a block. I've written the site with no response. Any thoughts as I don't want to start the engine until I can get a ruling.
