Is there glass on the inside of the fuselage? If not, the foam isn't a core, it's a form. What is the design?

If there is no Skin on the inside, than the outside is just a skin that takes all the loads. Carbon will helps with Stiffness, but not necessarily with overall strength, such as a composite would provide. The foam separates skins (in most cases) providing stiffness and strength by allowing the skins to share loads and the foam helps transfer those loads from inner skin to outer skin. That's why the foam needs some compression strength to allow that load transfer, also for impact resistance.
