Locknuts vs safety wire?

I need help again to get something straight. Almost everywhere on my airplane they used safety wired nuts 20 years ago at the factory. Picture below is showing how engine brackets bolted on to the main beam. If I understand this life correctly, today in 21st Century we don't have to go through this nonsense anymore. So, can be locknuts be used as a replacement everywhere without exceptions?

And second question about bolts and nuts strength I should use. I was told that there is no such thing as AN bolts in Europe. Apparently all bolts on my airplane was used 10.9 strength. So, I should stick with 10.9 and I will be good.? Is it true that AN bolts comparable to 8.8 metric bolts?
