Lathe tool holders

I have a Grizzly 11x 26" bench lathe with a 4-way turret tool holder.
This 4-way tool post is rather inconvenient and I need some ideas about how to mount the HSS tool bits.

My Dad taught me with his old lathe that had a "rocker" tool post with a tool holder that could be rocked as needed to center the bit. The tool holder also held the bit up at 20° to give the proper back rake for steel turning.

But my 4-way tool holder can't do that. I can shim the bit to center, but this is absurd. And I can't set the bit at 20° either. What am I missing here?

Nothing is said in the Grizzly catalog about tool holders.
I thought I might buy this "rocker" type tool holder (see photo) to get some height adjustment and 20° up tilt.
But it will need to be ground to fit the 4-way slot since it is made for a rocker tool post.
Why can't I just buy a proper tool holder?

They sell rocker tool posts. But I don't know if it is the correct height. It could be too high to work. And I don't think I should need to buy it anyway. The 4-way should work somehow.
