How To Match Existing Holes

So I have a problem which I'm sure has been solved many tines but I'm ignorant of the solution. Here it is:

I have to drill holes around the periphery of this plate:

...so that they match the holes pointed to by the red arrows:

There are also 2 holes at the top of the picture but out of frame.

I tried transfter pins but that failed: the pins are too short.

I tried making a strap duplicator out of hacksaw blades but that failed as well - some holes were off by as much as 3/32"

So if anyone has a suggestion I'm all ears.

I do not have a machine shop so I can't make longer transfer pins.
