If there were an old weld, say from a tiny little tab that had been removed, on a piece of 3/4" 4130 tubing (a longeron, for example) and someone were to take an angle grinder to clean up that weld, would that be a problem, as long as 99.9% of the base metal were left? I don't know who would do such a thing, but it seems to me that if that area were smoothed out with some fine sandpaper so as to remove any stress risers left from the grinding, there would be no issue. Am I right? I will pass along your advice to my acquaintance.
