FAR 23 Appendix A Tail Loading Question

I have been trying to understand the FAR 23 Appendix A Tail loading diagram (which is also repeated in the EASA CS-23 2018 Guidelines (pg. 70)). A question has cropped up and I am a little confused because the associated text states that "NOTE: Positive values of w, p1 and p2 are all measured in the same direction". However, in the diagram, P2 seems to be pointing downwards. Therefore I am not sure how to interpret the chordwise loading intended. Any hints would be much appreciated.

Just to add in another comment. I can understand the CSA VLA guidelines on this:

However, I would like to understand what is in the FAR 23 guidelines to be able to compare the final results.
