Is it possible to design a piston or turboprop-powered STOL aircraft that could reach FL290 and perform at least a touch-and-go on the top of Everest?

Preferably the aircraft should come with tundra tires, so a full-stop landing can be a possibility on other peaks with flatter terrain.
