Determining drill size for rivet removal

I have different sized rivets to remove and would like to know if there is a tool or
a template or a method ( bat wings, frog eyes and a cauldron ? ) for determining the correct drill size to remove a rivet given that one knows nothing about the rivet except what it looks like ??
Or is the process just 'eyeball it and guess' ??

Thanks for any help or direction.
