Completing someone elses project - certification rules

I am considering buying a homebuilt that had an engine failure soon after completion. It had an off field landing, tore up the gear and had some minor wing damage. The motor and it;s systems are not included.

My concern is will I be able to certify it once I can fix it and put a motor in it?

How far in the certification process should it have been so that I can take over and actually fly it or sell it?

Anyone know what regulations, person at the EAA or or FAA I might look to for details?
