I am trying to restore a project that has powder coating over steel tubes. I would get some ideas on the best way to fix the rust and chippings on the powder coating. The attached picture showed some of the problem areas. How should I fix this? I am now thinking that I would do:
  • Sanding / Grinding with an angle grinder with flap sander or wire brush;
  • Zinc prime on the exposed steel;
  • Black automotive paint (what kind) touch up.
Does it look right? Anything I should pay attention to? Any tricks?

Also while we are at it, how do I remove the residue of the glue and anti-chafing tape left from the previous covering? Your help is very much appreciated.
